Updated Remediation Acceleration Plan: What It Means for Building Safety in 2025

In December 2024, the UK Government introduced the Remediation Acceleration Plan (RAP) to address the slow progress in remediating buildings over 11 metres with unsafe cladding. The plan had three core objectives:

  1. Fix buildings faster
  2. Identify all buildings with unsafe cladding
  3. Support residents facing distress and rising costs

Now, in July 2025, the government has released an updated policy paper outlining the progress made and new measures to further accelerate remediation efforts.

Key Updates from the July 2025 Policy Paper

The updated plan introduces several significant developments:

  • Stronger enforcement powers: Landlords can now face criminal action for failing to complete remediation within set timescales.
  • Joint plan with social landlords: A new strategy aims to speed up remediation in social housing across England.
  • New Remediation Enforcement Unit: Established within the Building Safety Regulator (BSR) to oversee compliance and enforcement.
  • Remediation Action Group: Formed in January 2025 to remove barriers to progress and improve the resident experience.
  • Clarified guidance: Addressing misconceptions around the Developer Remediation Contract to prevent unnecessary delays.
  • Capacity building: Tackling supply chain issues and improving installer competency.
  • Review of PAS 9980: Ensuring fire risk assessments remain fit for purpose.
  • Comprehensive building identification: All buildings over 11 metres are being logged into the National Remediation System, managed by Homes England.
  • Resident safety prioritised: Safety remains central before, during, and after remediation.
  • Increased funding: Introduction of a Building Safety Levy from October 2026.
  • New legislation: A Remediation Bill is being brought forward to support these initiatives.
