The sustainability impact achieved across more than 31,000 homes was enabled through governance, assurance and asset intelligence activities that helped housing providers prioritise investment, improve programme delivery and optimise building performance.
Supporting Safer, More Sustainable Homes Across England
Clear Safety works with social housing providers across England to improve building safety, energy efficiency and long-term asset performance.
Through a combination of compliance services, asset intelligence, heating upgrade programmes, plant room modernisation and Building Management System (BMS) optimisation, we help housing providers make informed investment decisions that improve sustainability outcomes whilst maintaining safe, compliant homes for residents.
Between 2024 and 2026, our projects supported more than 31,000 homes, helping clients improve operational performance, extend asset life and progress their decarbonisation ambitions.
The Challenge
Social housing providers face increasing pressure to:
- Meet decarbonisation and net-zero objectives
- Maintain ageing building infrastructure
- Improve resident safety and comfort
- Demonstrate value for money
- Reduce operating costs
- Prioritise investment across large housing portfolios
Meeting these objectives requires robust asset intelligence, effective procurement, proportionate investment and the ability to identify opportunities to improve building performance without creating unnecessary disruption for residents.
Our Approach
Clear Safety supports housing providers through a combination of:
- Compliance inspections
- Asset intelligence and condition assessments
- Heating upgrade programmes
- Plant room replacement projects
- Building Management System (BMS) optimisation
- Performance monitoring and reporting
Rather than focusing solely on replacement, our approach prioritises asset optimisation and lifecycle management, helping clients maximise the value and performance of existing systems before replacement becomes necessary.
Sustainability Impact 2024-2026
Homes Supported
31,070 homes
Through inspection, assurance, compliance, asset management and improvement programmes.
Heating Upgrades
328 heating upgrades delivered
Older heating systems were replaced with modern Vaillant boilers operating at approximately 92-93% efficiency.
These programmes achieved estimated average efficiency improvements of approximately 4.86% per installation, reducing energy consumption and supporting housing providers' carbon reduction objectives.
Plant Room Modernisation
6 plant room replacement projects delivered
These projects helped improve reliability, efficiency and long-term performance of communal heating infrastructure while reducing maintenance requirements and supporting future resilience.
BMS Optimisation
6 Building Management System projects completed
BMS optimisation improved system control, reduced energy waste and enabled more efficient operation of communal heating systems.
Estimated Environmental Benefits
Heating and BMS improvement programmes are estimated to deliver:
Heating Upgrade Savings
- Estimated annual carbon savings of 35-44 tCO₂e
- Improved heating system efficiency
- Reduced energy demand
- Lower operating costs
BMS Optimisation Savings
- Estimated annual carbon savings of approximately 27 tCO₂e
- Improved monitoring and control
- Reduced energy waste
- More efficient operation of communal systems
Combined Impact
More than 60 tCO₂e of estimated annual carbon savings
Whilst carbon reductions vary between individual schemes, these projects demonstrate how targeted investment in building infrastructure can create measurable environmental benefits across large social housing portfolios.
Creating Value Beyond Carbon
